Success Story Spotlight: Eldon Holder

Leading Institutional & Community Change

 Eldon Holder redefines leadership not by titles or authority, but by the ability to recognize talent and empower others. With over 25 years of experience across the community and public sectors, his career is built on three pillars: community development, systems transformation, and advancing equity for Black and historically marginalized groups.


Strong Community Roots


Before entering senior roles in the federal government, Holder built his foundation on the front lines at the YMCA-YWCA. Managing multiple community centers, hundreds of employees, and large volunteer networks shaped his deeply people-centered approach. This experience highlighted the tangible impact of public policy, revealing how certain systems can unintentionally exclude Black, racialized, and immigrant populations.


Transforming Systems for Citizens


Throughout his career in the Canadian public service, Holder has led major initiatives in human resources, modernization, and crisis management—including the Government of Canada’s response to the H1N1 pandemic and the creation of the Community Services Partnerships Directorate.

Currently the Executive Director of the Canada Pension Plan Disability Benefits Program, he balances rigorous legislative requirements with compassion. He guides his work using three essential elements: people, processes, and purpose, ensuring that administrative systems remain responsive to real families facing health and financial uncertainties.


A Servant and Strategic Leadership Style


Holder describes his leadership philosophy using three words:

  • Servant: Believing leadership is an obligation to help others grow and succeed.
  • Strategic: Connecting day-to-day decisions with long-term institutional and community goals.
  • Consistent: Providing stability, calm, and clear direction during times of crisis.

He identifies listening as a leader's most indispensable skill, serving as a safeguard against ego and allowing teams to build collective, data-driven solutions.


Advancing Equity and Social Justice

A landmark achievement in Holder’s career was his involvement in creating the Black Communities Support Directorate, an initiative aligned with the UN International Decade for People of African Descent to strengthen Black-led organizations.

Holder advocates for a pivotal shift in Canada’s employment equity policies: moving away from a checkbox, compliance-based approach toward genuine organizational transformation driven by data, transparency, and accountability.


A Legacy for Future Generations

For Holder, success is deeply personal—informed by his role as a father and partner—and is measured by the positive impact left on others. He aims to leave a legacy of more humanized, equitable public systems, wider doors of opportunity for equity-seeking groups, and a new generation of leaders committed to justice and public service.
